Easy. Xwitter runs on a data center with physical servers. Those servers have to exist somewhere in the world.

a quick look at some news stories about the X office closure shows that they're now sharing space with xAI in Palo Alto. I have yet to find a street address for that office - it seems their policy is to only give a set of coordinates that go to the SFO airport.

They also have the xAI data center in Memphis.
