This is a bit of a head-scratcher. I used to think it said "PAWN SHOP", but closer inspection deflates that notion. It's definitely a #palimpsest, with some decorative, serif #lettering in red peeking through the black sans-serif capitals. My guess would be another letter to the left, eg JO-ANN, but would require an archival photo or trade directories to confirm.
