I would add Mark of the Odd, the system powering Into the Odd and Electric Bastionland (and the inspiration for Cairn).

@chrisburdick unfortunately, the Into the Odd license is revocable and therefore ineligible. (Revocability is a reserved right. Licenses must be explicitly irrevocable or else their issuers can legally cancel them at any time.)

@chrisburdick no problem! It's one of those quirks of copyright law. Nothing wrong with a regular release like that in itself. Just doesn't fit into a list of forever (irrevocably) open source resources.

My gaming group tried JAGS-2 (then JAGS Revised) a few years ago before we explored (then adopted) GURPS 4e. I remember JAGS-2 to be interesting, but not great. YMMV.

@powerword JAGS-2 I'll double check the file, but I believe it's the GNU Free Documentation License, which qualifies.
