I've long been peeved with the bullying, dicks and astroturfing that goes on and am working on a new app that does microblogging/social media. It will be federated but on the local server and any other instances, will have Audience Groupings with the default being any comment will only be seen by the poster and the commenter. The commenter can request a wider audience. Yes the rude comments can come but no-one else can see them so hopefully the motivation to be a dick is reduced.
