to expend money on military equipment projects requires the U.S. Congress to approve the expenditure and approve the budget. (sometimes that's the same thing and often it requires two steps instead of just one.) a new battle platform for the Navy is a massive expenditure, but a whole new and larger class would be a huge expenditure. I have to wonder if he has enough support for that in both houses of Congress.
