The Netherlands suffers an energy crisis because of an insufficient power grid. It blames poor predictions of the demand for its long waiting list of companies wanting to get on the grid. That sounds to me like poor policy is at least as much to blame.
The population didn't grow much faster than could've been foreseen. If it had learned to minimise energy use as it should have, and had replaced machines with less wasteful ones, the growth of its energy use would have been smaller than its own.
I suspect the Dutch of a love for wasting more and more energy, too big to adjust their behaviour. How sound is my reasoning?
