Why remain when disasters would come?
Even when the change in global climate is definitely irreversible and things are worsening, would you really want to be staying still in civilization stuck in a city? With it becoming irreversible it will mean disasters in many places, among all the inhabited cities. There should be enough motivation to have a place separate from cities.
