There seem to be a number of old-timey "handshake" rules that today's Conservatives flout.
The OLA requires that government services to Canadians be offered in both official languages.
Parliament is not a government service but simultaneous translation is available during sittings.
The Constitution requires that laws be written in both official languages but there is no requirement that the bills be debated by members who are bilingual.
