always decouple the sh*t out of any power supply pin. You connect to your power plain first using multiple vias followed by a bulk cap (10µ) which is connected to the ground plane by vias directly. The actual decoupling cap (100n) follows next, with its own ground plane vias. If you come in an angle and there is space a small power plane acts as additional low cap with no bom cost.
out for maintanance. one of the 0603 bulk caps in the 12V rail to the fans blew shorting it all. Had to remove the 7805 and then cap by cap to find that out. Aaaaaaaand it's wurkin again...
