I respect your point of view, but I disagree with this being an ableist joke. As more than 130 people have understood, this is a joke about Trump in which I speculate that the reason for his bad decisions is, that he suffers from an illness.
If I joke, that Trump is playing too much golf, then that is a joke about Trump, and not a joke about golfers in general. It only becomes a problem, if you force a meaning onto the joke, that was not intented.
