The slogan of national culture was a bourgeois slogan as long as the bourgeoisie was in power and the consolidation of nations proceeded under the aegis of the bourgeois order. The slogan of national culture became a proletarian slogan when the proletariat came to power, and when the consolidation of nations began to proceed under the aegis of Soviet power. Or, in other words, socialism is merely state-capitalist monopoly which is made to serve the interests of the whole people and has to that extent ceased to be capitalist monopoly. There is no middle course here.
